WCAG compliant form labels#382

The control filters do have placeholders but are flagged by WAVE and other accessibilty checkers for not having Labels. As a U.S. state college we are required to meet the WCAG 2.1 standards. This may preclude us from using WPDatatables this year. WPDatatables is a great product. I’d hate to lose it.
